Definition
Complaint handling is the structured process used to receive, record, assess, investigate where needed, resolve, communicate and close complaints. The process should make responsibilities, evidence, decisions and follow-up traceable. A complaint does not automatically require CAPA: depending on the facts and risk, it may be resolved with a correction, require further investigation, trigger corrective action or identify a broader improvement need. In regulated sectors, additional complaint-record and reporting requirements may apply.
Why it matters
For Quality and Compliance teams, complaints are an external signal that can reveal product, service or process weaknesses that internal controls did not detect first. A controlled complaints process helps teams distinguish isolated issues from recurring or higher-risk patterns, document why investigation or CAPA was or was not required, communicate the outcome and preserve evidence for trend analysis, audits and regulatory review.
Capture the complainant information where appropriate, date received, affected product or service, description and supporting evidence without delaying registration until every detail is known.
Receive and record the complaint
1
Evaluate the nature, risk and potential regulatory implications of the complaint and decide whether immediate containment, escalation or external reporting may be required.
Assess significance and reporting obligations
2
Gather relevant records, history, samples and technical or process evidence to determine what happened and whether a broader nonconformity or recurring pattern exists.
Investigate where justified
3
Resolve the immediate issue and decide, with documented rationale, whether corrective action, preventive action or another improvement response is needed.
Define correction and further action
4
Record the conclusion and communicate an appropriate response or resolution to the complainant and relevant internal stakeholders.
Communicate the disposition
5
Confirm required follow-up is complete, preserve the complaint record and use complaint data to identify recurrence, trends and opportunities for improvement.
Close, trend and learn

Process explained
A controlled complaint handling process
The exact workflow depends on sector, risk and regulatory obligations, but effective complaint handling should make the path from initial report to documented disposition understandable and traceable.
An expression of dissatisfaction related to a product, service or complaints-handling process where a response or resolution is explicitly or implicitly expected.
