Definition

Barrier Management is the systematic identification, ownership, monitoring and maintenance of the controls used to prevent hazardous events or reduce their consequences. Barriers can be engineered systems, physical containment, alarms, procedures or human actions. Effective barrier management defines what critical barriers are expected to do, how their condition and performance will be monitored, who is responsible for them and how degradation, impairment or failure will be managed and restored.

Why it matters

A barrier that exists in a risk assessment is not necessarily healthy in operation. It can be bypassed, degraded, unavailable, unreliable or dependent on an action that is not consistently performed. QHSE and Operations managers therefore need visibility into which barriers are critical, their performance requirements, current impairments, temporary mitigations and outstanding actions. Good barrier management helps teams decide whether operations can continue safely, when escalation is required and whether changes, audits or incidents reveal weaknesses that need to be corrected.
