Definition
ISO 19011 provides guidelines for auditing management systems. It covers audit principles, management of audit programmes, conducting management-system audits and the competence and evaluation of people involved in the audit process. The standard supports internal and external audit practice but is not itself a certification standard.
Why it matters
For Quality and QHSE teams, audit quality depends on more than scheduling inspections. Audit programmes need consistent methods, competent auditors, clear evidence, traceable findings and disciplined follow-up. ISO 19011 provides a common framework that helps organizations make those audit processes repeatable across standards, sites and business units.
ISO 19011:2026 sets out principles such as integrity, fair presentation, due professional care, confidentiality, independence, evidence-based auditing and a risk-based approach as foundations for credible management-system audits.
Principles of auditing
Clause 4
The standard provides guidance for establishing programme objectives, considering risks and opportunities, setting up and implementing the Audit Programme, monitoring its performance and reviewing it for improvement.
Managing an audit programme
Clause 5
Guidance covers initiating the audit, preparing audit activities, conducting the audit, preparing and distributing the report, completing the audit and carrying out follow-up where applicable.
Conducting an audit
Clause 6
The standard addresses the competence needed for people involved in auditing and provides guidance on evaluating auditors so the audit team can match its knowledge and skills to the audit objectives, scope and context.
Competence and evaluation of auditors
Clause 7
Standard explained
Core structure of ISO 19011:2026
ISO 19011:2026 organizes management-system auditing around audit principles, management of the Audit Programme, conducting individual audits and the competence and evaluation of auditors. The standard provides guidance rather than a certification requirement in itself, so organizations should apply it in the context of their own management system and audit objectives.
The coordinated planning, execution, reporting and follow-up of audits within a structured and traceable process.
