Definition
An audit programme is the coordinated set of arrangements for one or more audits planned over a defined time frame and directed toward a specific purpose. It is broader than an individual Audit Plan. An audit programme can define which processes, sites, standards or risk areas will be audited, when audits are expected, who is responsible and how programme performance will be monitored and improved.
Why it matters
For organizations with multiple sites, standards or audit types, a year plan needs more than calendar dates. A controlled audit programme helps Quality and QHSE teams prioritize risk, allocate competent auditors, avoid gaps and monitor whether planned audits actually occur. It also creates the management-level view that connects individual audits, findings and recurring issues across the organization.
Define what the Audit Programme needs to achieve, such as assurance over critical processes, management-system coverage, certification support, supplier oversight or targeted follow-up of risk.
Set programme objectives
1
Use process importance, change, previous findings, performance and other context to decide where audit attention and resources will create the most useful assurance.
Consider risks and opportunities
2
Define ownership, auditor competence needs, methods, frequency, locations and practical resources so the programme can be delivered rather than remaining only a calendar.
Establish responsibilities and resources
3
Translate the programme into specific audits with their own objectives, Audit Scope, Audit Criteria and Audit Plan, while allowing timing to respond to operational realities.
Plan individual audits
4
Track completion, findings, overdue follow-up and changes to the organization so gaps in the programme or recurring issues become visible at management level.
Monitor delivery and results
5
Evaluate whether the programme achieved its objectives and use experience, performance data and audit outcomes to adjust future priorities, methods and resource allocation.
Review and improve the programme

Concept explained
Managing an audit programme
An audit programme creates the management framework around individual audits. ISO 19011 provides guidance on setting programme objectives, considering risks and opportunities, establishing resources and responsibilities, implementing planned audits, monitoring performance and improving the programme over time.
The coordinated planning, execution, reporting and follow-up of audits within a structured and traceable process.
