Definition

A compliance obligation is a legal requirement or another requirement that an organization must comply with, or chooses to comply with, within the scope of its management system. The term is used prominently in ISO management-system contexts such as ISO 14001. Obligations can arise from legislation, permits, contracts, customer requirements, standards, corporate commitments and other applicable sources.

Why it matters

For QHSE and compliance teams, knowing which obligations apply is only the starting point. The operational challenge is assigning ownership, translating obligations into controls and procedures, retaining evidence, monitoring changes and demonstrating compliance across sites. Connecting obligations with risks, audits, incidents and actions helps turn a regulatory register into an active compliance-management process.
